  14. <p>    RETIRING. Pete Rozelle, 63, commissioner of the National
  15. Football League since 1960; in Palm Desert, Calif. "I want to
  16. get some fun out of the rest of my life," sighed Rozelle, former
  17. Los Angeles Rams general manager who piloted what was once a
  18. twelve-team football league with its offices in a bank in a
  19. Philadelphia suburb into an alliance with the TV networks to
  20. produce today's 28-team, billion-dollar behemoth. Rozelle
  21. admitted he had been worn down by the N.F.L.'s legal battles
  22. with the now defunct U.S.F.L. and by the players' strikes in
  23. 1982 and 1987.
